GROUP INSURANCE COMMISSION
The Commonwealth of Massachusetts Group Insurance Commission (GIC) administers health insurance and other benefits for eligible state employees and retirees, and their dependents and survivors.

HEALTH INSURANCE

HCC provides a variety of health insurance plans to eligible employees, employee's spouse, and dependent children (under the age of 19) through the Group Insurance Commission. Legislation now allows coverage for dependent children age 19 and over up to age 26 (if applicable).For additional information, click on http://www.mass.gov/gic/dependent19qanda.html .

 

Employees hired after June 30, 2003, regardless of salary, pay 20% of their monthly premium. Employees who were hired on or before June 30, 2003, pay 15% of their monthly health insurance premium. New employee coverage begins on the first day of the month, following 60 calendar days from the date of employment.

 

BASIC LIFE INSURANCE

Basic life insurance of $5,000 term life is offered at a low cost premium. Participants that elected health insurance coverage through HCC are automatically covered by this basic life insurance.

 

OPTIONAL LIFE INSURANCE

Optional Life Insurance is available to provide economic support for your family. This term insurance allows you to increase your coverage up to eight times your annual salary. Term insurance covers you and pays your designated beneficiary in the event of your death or certain other catastrophic events. It is not an investment policy; it has no cash value. This is an employee-pay-all benefit. Additional insurance can be purchased up to 8x annual salary, if employee so chooses.

 

LONG TERM DISABILITY INSURANCE

Long-term disability insurance provides a tax-free income replacement payment of up to 50% of gross monthly salary after a qualified illness or injury has disabled a covered employee for 90 consecutive days. Benefits payments are reduced by certain other income sources. The minimum monthly benefit would be $100 or 10% of the gross monthly benefit amount, whichever is greater. Cost is based on age and salary.

 

HEALTH CARE SPENDING ACCOUNT

Eligible employees can pay for out-of-pocket health care expenses not covered by a medical or dental plan on a pre-tax basis. For the 2008 year, participants can contribute $500 to $2,500 through payroll deduction.

 

DEPENDENT CARE ASSISTANCE PROGRAM

Eligible employees can pay for qualified dependent care expenses, such as day care, after-school programs, elder day care, and day camp, on a pre-tax basis. Annual elections can be up to $5,000.

 

 

DENTAL/VISION PLAN

An employee and qualified dependents are eligible for coverage under the Massachusetts Public Employees Fund Dental and Vision Care Plans beginning on the first of the month after 6 months from hire date. RETIREMENT PLAN

STATE EMPLOYEES RETIREMENT PLAN (SERS)

The State Board of Retirement administers the State Employees Retirement System (SERS), a contributory, defined benefit retirement system governed by Massachusetts General Laws, Chapter 32. SERS provides retirement, disability, survivor and death benefits to members and their beneficiaries. Membership is mandatory for all benefited employees. The amount of an employee's pre-tax contribution is 9% of regular salary and an additional 2% of regular salary in excess of $30,000. DEFERRED COMPENSATION PLAN

Great West administers this plan which is allowable under the Internal Revenue Code Section 457(b). Employees may participate in this plan at any time.

 

TAX SHELTERD ANNUITY

Under the Internal Revenue Code Section 403(b), employees are eligible to make tax-sheltered contributions through payroll deduction. Employees may participate in this plan at any time.

SOCIAL SECURITY

Massachusetts state employees do not have Social Security taxes withheld from their earning. Employees retiring with a state pension who also are eligible for Social Security benefits may have their Social Security benefits reduced by Social Security's windfall elimination provision ( www.ssa.gov/pubs/10045.html ) or government pension offset   ( http://www.ssa.gov/pubs/10007.html).

 

STATE TUITION WAIVER

Full-time employees, as well as the employee's spouse and dependent children, are eligible after 6 months of employment for tuition remission benefits at any Massachusetts community college, state college, or state university, excluding the M.D. Program at UMASS Medical School .

• VISION

As a companion to the dental plan program, the Vision One Eyecare Program provides discounts on eye care services and eyewear products at participating providers. These discounts apply to eye examinations, eyeglasses and contact lenses.

The amount of an employee's pre-tax contribution is 9% of regular salary and an additional 2% of regular salary in excess of $30,000. The Optional Retirement Plan providers are TIAA-CREF, AIG Retirement, and Lincoln National.

Eligible employee's spouse and dependent children may also utilize this benefit.

 

• Part-time benefited employees who complete six-months of full-time equivalent service as of the date of enrollment is eligible for 50% tuition waiver for state-supported courses at any Massachusetts community or state college or university. Enrollment in any non-state supported course of program offered through continuing education, including any Community College, State College , University, or community service course receive 25% tuition remission. Eligible employee's spouse and dependent children may also utilize this benefit.

 

EMPLOYEE ASSISTANCE PROGRAM

Great West administers this plan which is allowable under the Internal Revenue Code Section 457(b). Employees may participate in this plan at any time.

TAX SHELTERD ANNUITY

Under the Internal Revenue Code Section 403(b), employees are eligible to make tax-sheltered contributions through payroll deduction. Employees may participate in this plan at any time.

 

SOCIAL SECURITY

Massachusetts state employees do not have Social Security taxes withheld from their earning. Employees retiring with a state pension who also are eligible for Social Security benefits may have their Social Security benefits reduced by Social Security's windfall elimination provision ( www.ssa.gov/pubs/10045.html ) or government pension offset ( http://www.ssa.gov/pubs/10007.html).

 

STATE TUITION WAIVER

Benefited employees who complete six-months of employment are eligible for 100% tuition waiver and 50% fee waiver to any state-supported course at any Massachusetts Community College. Enrollment in any state-supported course at any Community College, State College , or University in Massachusetts shall receive 100% tuition remission. Enrollment in any non-state supported course at any Community College, State College, or University of Massachusetts shall receive 50% tuition remission. Eligible employee's spouse and dependent children may also utilize this benefit.

Subject to applicable waiting periods and other plan provisions, benefited MCCC Unit Professional staff receives the following benefits:

GROUP INSURANCE COMMISSION
The Commonwealth of Massachusetts Group Insurance Commission (GIC) administers health insurance and other benefits for eligible state employees a
nd retirees, and their dependents and survivors.

HEALTH INSURANCE

HCC provides a variety of health insurance plans to eligible employees, employee's spouse, and dependent children (under the age of 19) through the Group Insurance Commission. Legislation now

allows coverage for dependent children age 19 and over up to age 26 (if applicable). For additional information, click on http://www.mass.gov/gic/dependent19qanda.html .

 

Employees hired after June 30, 2003, regardless of salary, pay 20% of their monthly premium. Employees who were hired on or before June 30, 2003, pay 15% of their monthly health insurance premium. New employee coverage begins on the first day of the month, following 60

calendar days from the date of employment.

 

BASIC LIFE INSURANCE

Basic life insurance of $5,000 term life is offered at a low cost premium. Participants that elected health insurance coverage through HCC are automatically covered by this basic life insurance.

 

OPTIONAL LIFE INSURANCE

Optional Life Insurance is available to provide economic support for your family. This term insurance allows you to increase your coverage up to eight times your annual salary. Term insurance covers you

and pays your designated beneficiary in the event of your death or certain other catastrophic events. It is not an investment policy; it has no cash value. This is an employee-pay-all benefit. Additional

insurance can be purchased up to 8x annual salary, if employee so chooses.

 

LONG TERM DISABILITY INSURANCE

Long-term disability insurance provides a tax-free income replacement payment of up to 50% of gross monthly salary after a qualified illness or injury has disabled a covered employee for 90 consecutive days. Benefits payments are reduced by certain other income sources. The minimum monthly benefit would be $100 or 10% of the gross monthly benefit amount, whichever is greater. Cost is based on age and salary.

 

HEALTH CARE SPENDING ACCOUNT

Eligible employees can pay for out-of-pocket health care expenses not covered by a medical or dental plan on a pre-tax basis. For the 2008 year, participants can contribute $500 to $2,500 through payroll

deduction.

 

DEPENDENT CARE ASSISTANCE PROGRAM

Eligible employees can pay for qualified dependent care expenses, such as day care, after-school programs, elder day care, and day camp, on a pre-tax basis. Annual elections can be up to $5,000.

 

 

DENTAL/VISION PLAN

The Commonwealth of Massachusetts Board of Higher Education/MTA Health & Welfare Fund Dental Care Program is administered by McKenzie & Company for eligible state employees and eligible dependents.

 

DENTAL

New employees and their eligible dependents are eligible for coverage with MetLife beginning on the first day of the month, following 6 months of employment. There is no monthly premium for this benefit.

 

VISION

As a companion to the dental plan program, the Vision One Eyecare Program provides discounts on eyecare services and eyewear products at participating providers. These discounts apply to eye

examinations, eyeglasses, and contact lenses.

RETIREMENT

STATE EMPLOYEES RETIREMENT PLAN (SERS)

The State Board of Retirement administers the State Employees Retirement System (SERS), a contributory, defined benefit retirement system governed by Massachusetts General Laws, Chapter 32. SERS provides retirement, disability, survivor and death benefits to members and their beneficiaries.   Membership is mandatory for all benefited employees. The amount of an employee's pre-tax contribution is 9% of regular salary and an additional 2% of regular salary in excess of $30,000.
