Federal Student Aid (FSA) is not directly impacted by the partial government shutdown. The FSA offices are open, and all of the federal student aid processors, contact centers, and websites remain operational. This means that students can continue to complete the Free Application for Federal Student Aid (FAFSA) online.
The federal shutdown will also not impact financial aid funding. The U.S. Department of Education has already been fully funded for the year.
To reduce the burden on students and families that are having difficulty in obtaining IRS documentation during the federal shutdown, the U.S. Department of Education has provided colleges with flexible options that can be used as part of the financial aid verification process. These flexibilities include:
- Signed copies of federal tax returns in place of IRS tax transcripts
- Signed statements in place of IRS verification of non-filing letters

The Financial Aid Office is here to help you complete and submit your paperwork. You can even apply and submit federal financial aid forms directly from our office.
The vast majority of financial aid funds at Holyoke Community College come from Federal and State programs for which eligibility is need-based. Students applying for financial aid are considered for a wide variety of aid Programs. Students must reapply for this aid each academic year. State funded programs require the student (and parent) to have been Massachusetts residents for at least one year before the start of the school year. All awards are subject to the availability of funds and changes in Federal, State, and College regulations, policies and procedures.
